Regeneration and planning policy:

Labour has sought to direct investment in the city creating a series of specialist zones. All the evidence is that the 'Silicon Valley' effect only works when it is organic, not when it is directed. We would encourage businesses to

locate according to their needs, not according to zones, recognising that businesses may take opportunities to locate close to others in their field.

A Million Jobs

We will ensure planning policy supports investment in high quality jobs and in brown-field sites. Sites in the city should be marketed because of their good transport links and because of their good access to skilled and educated labour.

We have challenged the proposals to create a tram-line spur to Centenary Square, questioning why it is being done in parallel with the "superbus" plan to provide Park and Ride along the Hagley Road and Broad Street. There would be immediate savings for the Local Enterprise Zone by not spending £8 million on a glorified tram stop at Centenary Square.

Transport:

We proposed the creation of a city wide 20mph policy in the council chamber and gained support from all three parties for this.

We recognise concern among some sections of the public about this and would implement the policy in the first instance by creating safety zones around all schools to build public support.

We would put on hold the Metro extension to Centenary Square until a deal is made with HS2 on extending the Metro to Curzon Street. Strategically the Metro should then go eastwards creating new public transport links through the congested east of the city.

The Centenary Square project is being done in parallel with the "superbus" plan to provide Park and Ride along the Hagley Road and Broad Street.
